constructed in Arlington National Cemetery to honor more than                  
1.8 million women who have served, or are serving, in the armed

Page 1, line 6, insert a new paragraph to read:                                
                                                                               
 "(2)  Alaska children are in danger, as demonstrated by the fact              
that                                                                           
                                                                               
  (a) Alaska has the worst rate of child death and teen violent                
death in the country;                                                          
                                                                               
(b) a child dies from poverty every 53 minutes;                              
                                                                               
(c) a child is abused or neglected every 13 seconds;                         
                                                                               
  (d) 38% of the homeless are single women and their children;                 
and                                                                            
                                                                               
  (e) in the last decade, child poverty grew by 26% while the                  
GNP grew more than one-fourth."                                                
                                                                               
Renumber remaining paragraphs accordingly.                                     
                                                                               
Page 2, after line 9, insert a new bill section:                               
                                                                               
"*Sec. 3.  AS 47.05.010 is amended by adding a new paragraph                  
to read:                                                                       
                                                                               
 (14) prepare and implement a plan to prevent child abuse and

Representative Bunde objected.                                                 
                                                                               
Representative Bunde rose to a point of order regarding members                
reading from printed material on the floor.  The Speaker stated the            
point was well taken and cautioned members not to read lengthy                 
material from books.
